From June 12th 2012 most of the
services that affect our streets and open spaces will be delivered by a single service
initially managed by Environment and Consumer Protection Services under the
banner of “Street Scene Services”. This should avoid duplication of services
and buck passing between Council Service Units. It is likely to eventually save
the Council (and subsequently the Council Tax Payer) a significant amount of
money. We also supported putting some one off funding in to ensure that the
service is introduced properly, with a smooth transition and suitable systems
to make it more efficient and responsive. We have also requested that the new
service should come under a single Cabinet Portfolio Holder to ensure full
accountability. There are two Portfolio Holders that cover the services at
present but a single Overview and Scrutiny Committee (these are mostly chaired
by opposition Liberal Democrat Councillors). We have also expressed a view that
as the service is developed the teams should be set up in a way that involves
the local Area Committees in the monitoring of it.
