Green Bin Charges

An alliance between Poole’s Conservative Group and the Poole People Party pushed through a scheme to replace the free collection of green waste with a chargeable scheme. This was despite an alternative proposal by the Liberal Democrats for the extension of the free scheme to an additional 11,000 homes, partly financed by a saving in Landfill Tax.

Though the Liberal Democrat scheme did not achieve any income for the Council, it would have made savings AND make the green bin available to 33,000 homes in Poole free of charge. The Tory/Poole People scheme will have to reach at least 18,000 homes to generate the expected income. To have got the 30% discount on the first year, and guaranteed collection from March, you would have had to have signed up by the 31st December, and to get the 30% discount the 31st March. After the 31st March anyone signing up will have to pay the full £31 - unless they are a Poole “Access To Leisure” card holder, in which case the charge will be £15.50 a year. We Back New All-In-One Service

From June 12th 2012 most of the services that affect our streets and open spaces will be delivered by a single service initially managed by Environment and Consumer Protection Services under the banner of “Street Scene Services”. This should avoid duplication of services and buck passing between Council Service Units. It is likely to eventually save the Council (and subsequently the Council Tax Payer) a significant amount of money. We also supported putting some one off funding in to ensure that the service is introduced properly, with a smooth transition and suitable systems to make it more efficient and responsive. We have also requested that the new service should come under a single Cabinet Portfolio Holder to ensure full accountability. There are two Portfolio Holders that cover the services at present but a single Overview and Scrutiny Committee (these are mostly chaired by opposition Liberal Democrat Councillors). We have also expressed a view that as the service is developed the teams should be set up in a way that involves the local Area Committees in the monitoring of it.
